Having been a business owner in Scotts Valley for many years, and being involved in numerous Scotts Valley communities (Planning bocce, church, dancing, and boating), I believe my years of observations have given me an amazing connection to and pulse on this community. Our community’s wants and needs are expressed to me everyday, from all age groups.
I am not a career politician, so I look at things from a more practical sense. I am extremely good at checks and balances. And I pride myself on an amazingly intuitive BS meter.
I stand for transparency, authenticity, and teamwork for the common good of our community.
I feel all city agencies should work on being more connected --- better communication skills with our public as well as inter-agency communications. Streamlining our processes through better and more open communications will be my personal goal --- a priority.
Having been in city leadership positions for 20 years, I've developed a forward-thinking and visionary management style ---a big picture vision that includes nurturing positivity, collaboration and transparency.
I work well with others and look forward to working on YOUR city council to enhance OUR community.
I respectfully ask for your vote on November 6th.
Thank you,
Steven Horlock

It’s time for some fresh insight into Scotts Valley. A new look at development and how it might affect the future and our lifestyle here. A fresh approach to our City Council’s thinking.
My motivation in running for the Scotts Valley City Council comes from my belief that it is far past the time for someone new on the Council --- new ideas and a new initiative to the council’s pool for creative action.
I was born and raised in Scotts Valley, so I’ve seen the growth and many changes that have come over time. I’ve always been involved in my city at some level:
• Business owner and member of the Chamber of Commerce
• President and Area Director of the Scotts Valley Exchange Club
• Five year appointee to the Planning Commission
• A ten year appointee to the Code Enforcement Appeals Board
• Organizer, designer and main fundraiser for the Scotts Valley Bocce courts at Skypark
• Member of Gateway Bible Church
I’m a Scotts Valley native. In addition to his job as a police officer for the City of Santa Cruz, my father was a math teacher and football coach at Scotts Valley Middle School for many years; in fact I was one of the first students at Vine Hill Elementary School.
I’m a forward thinking community servant incorporating solid vision and concrete problem solving skills into everything I do. I look forward to working with the current City Management to achieve great things for our town.
I ask for your vote in November.
Thank You,
